Tucker goes to city hall: a kid's guide to local government

Charles and his dog Tucker are home for the summer and they're looking for their next adventure. When they find a big, scary dog and an even scarier owner at the off-leash dog park, Charles and Tucker know they need to move on. But, where? In a city so big, how can there only be one park?
