In 1919, Boston police officer, Danny Coughlin, the son of one of the city's most powerful police captains, goes undercover to infiltrate a radical labour union. Luther Laurence, on the run after a deadly confrontation with a crime boss, finds work for the Coughlin family while trying to return home to his pregnant wife. Both men are swept up in the events leading to the Boston Police Strike.
