Franklin breaks a school bus safey rule and receives a ticket from the new bus patrol officer -- his best friend Bear! When it's Franklin's turn to wear the badge, his casual approach to enforcement leads to school bus mayhem. In the end, everyone learns that rules are rules, even for friends.
